The High court in Kampala is today expected to deliver its ruling on whether to grant Rubaga South Constituency Voter Habib Buwembo, permission to challenge Rubaga South MP Kato Lubwama’s academic qualification.
During hearing of this application, Buwembo asked presiding Judge Margret Oguli Oumo to grant his request maintaining that the legislator lacks the minimum academic qualification to be an MP, having failed his Uganda Certificate of Education examination.
Buwembo in his application wants extension of time of about 30days so that he can get the 500 signatures needed to support his petition, to throw Lubwama out of the 10th parliament, because the time within which he should have done so lapsed.
But Lubwama in his response maintained that neither Buwembo nor Justice Oguli has the power to extend the time set by parliament, and allow Buwembo to file an election petition against him.
Lubwama insists that he has never forged any academic papers and that the Diploma he has is authentic, since it was acquired after sitting for and passing the special exams at Makerere University.
