3 Ministry of public service officials appeal

David Kugonza | November 23, 2016

Three jailed former officials of Ministry of Public Service have appealed the entire judgment and orders of Anti-Corruption Court Judge Lawrence Gidudu.

The officials include former Permanent Secretary Jimmy Lwamafa, Principal Accountant Christopher Obey and Commissioner Compensation Department, Stephen Kiwanuka Kunsa.

On 11th November 2016 Justice Gidudu sentenced the trio to 7, 10, and 5years respectively after convicting them on charges of causing financial loss, abuse of office, false accounting, conspiracy to defraud and diversion of public funds, amounting to 88billion shillings, they illegally budgeted for as NSSF yet public servants don’t contribute to the fund.

Justice Gidudu also ordered the convicts to jointly refund 50billion shillings to the Government of Uganda, having discovered that what they committed was a syndicate corruption, crafted in public service, modified in ministry of finance, smoothened in Bank of Uganda and perfected in Cairo bank.

In the notice filed in the Court of appeal, Lwamafa, Obey and Kunsa through their respective lawyers say they were dissatisfied with the decision of the lower court and have determined to challenge it.

But that the reasons upon which they base their appeal will be filed as soon as they are availed a certified copy of proceedings and judgment of the Anti-corruption court.

The convicts are currently serving their sentence at Luzira prison.

However the 3 convicts still have pending charges before the Anti-corruption court where they are alleged to have connived with city lawyer Bob Kasango, to defraud government of 15billions worth pensioners money.
