Human rights concerns must be addressed before construction of an oil refinery commences.
According to Uganda Human Rights Commission, some of the concerns that have been raised relate to delayed compensation of the displaced people and under valuation of their property.
Over 29 square miles covering 13 villages have been degazzetted for construction of the oil refinery in Hoima district.
Now the commission chairperson Meddy Kaggwa wants government to effectively implement the Resettlement Action Plan to avoid conflicts.
Addressing jouranilists in Kampala today, Kaggwa also said wants the affected people to be compensated basing on the current market value of land in the oil-rich region.
