The Former of procurement at the Uganda National roads authority was completely excluded in the construction of the Kawempe Luweero Kafu.

Appearing before the commission investigating the activities of the authority, Dan Mugula told the commission that although his office was entitled to purchasing all the works equipment, his office was sidelined.

Mugula revealed that ever since he joined the organization in 2009, he has never performed his key role with the head of planning usurping his powers.

Government is said to have lost 165 billion shillings due to inconsistences in the procurement process for works on the Kawempe Luweero Kafu road.
