All tenants on Milo Land should be issued with special certificates or land titles of occupancy to confirm their legal existence on Kabaka’s land.

The proposal has been made by Prof. Fredrick Ssempebwa while appearing before the land commission of inquiry arguing that titles to tenants will help solve the wrangles between land lords and tenants and also see them pay the land taxes as spelt by the respective laws.

He further calls for better land planning by the state to have owners put their land to productive use other than leaving it to lay idle.

Prof Ssempebwa however cautions government against imposing very heavy taxes on idle land saying the plan should consider the citizens if it is to be implemented.
