The Deputy Speaker of Parliament Jacob Oulanyah has once again criticized government for slowing business in the house, this time over none compliance with the law on delivery of ministerial policy statements.
Although the statements were tabled two weeks ago, the House has learnt that most of them were half baked and lacked key information that would inform the next financial year’s budget.
Oulanya has now ordered ministers to make fresh submissions.
Detailed copies of the same are yet to be given to members from which the shadow cabinet will make alternative policies.
Meanwhile, the Leader Of Opposition Winnie Kiiza has also blamed the absence of the alternative statements on these delays by ministers.
According to the Public Finance Management Act of 2015, the budget is supposed to be adopted before every May 31, and this slow progress is feared to cause unnecessary delays.
