Government should explain its reluctance to implement a law on repatriation of Ugandan prisoners abroad.

The Convicted Offenders Act was passed in 2012 and provides for repatriation and transfer of convicted prisoners between Uganda and the 54 Commonwealth countries, as well as countries where it is applicable.

However, Speaker of Parliament, Rebecca Kadaga questions why the law was not applied in the case of the two Ugandans, Omar Ddamulira and Ham Andrew Ngobi who were executed in China recently.

Kadaga says government should have at least tried to dialogue with China and negotiate for the two citizens to be returned to serve their sentences.

She wants the Internal Affairs and Foreign Affairs ministry to make a statement in that regard.
