Kaveera Manufacturers Seek Court Protection Against NEMA

Manufacturers of Polythene material commonly known as ‘Kaveera’ have petitioned court seeking orders blocking the National Environment Management Authority from closing down their industries.
The companies under the Uganda Plastic Manufacturers and Recyclers Association accuse NEMA of ambushing them without first investigating whether their products do not fall under the exempted category of plastics.
Government under the Finance Act 2010 imposed a ban on plastics below 30 microns.
The companies are now seeking a permanent injunction against NEMA and its agents from arbitrarily closing their factories and impounding their plastic products without first conducting the mandatory scientific tests.
They also accuse Uganda Revenue Authority of banning importation of plastics raw materials into the country which has paralyzed their business.
