Former Spy chief Gen David Ssejusa says it would be criminal for opposition political parties to participate in the 2016 general elections under the current arrangement.
While meeting Democratic Party leaders Gen Ssejusa said political parties should instead focus on building mass capacity to make it necessary for government to negotiate with them over a peaceful transfer of power.
Ssejusa advises that as political parties go on with grass root mobilization and campaigns their message should be that of a boycott.
Opposition political parties together with the civil society continue to push for electoral reforms that are yet to be tabled on the floor of parliament for consideration.
