Addressing a stakeholders meeting of Division mayors and councilors at city hall, the lord Mayor Lukwago says the KCCA amendment bill which is before parliament seeks to vest all powers to the minister something he says is dangerous.

He says  the role of the central government according to the KCC Act 2010 is to administer the operations of the  city and not govern it adding that the amendments in the bill are wrong because they don’t conform to what is stipulated in the constitution.

Lukwago says according to the constitution of Uganda Article 5, the power of administration is to the central government and shall execute this role through the Resident City Commissioner  and governance to the Authority which is KCCA.
