Prison authorities have for the second time failed to produce former ADF commander Jamil Mukulu before Jinja Magistrates court as ordered by chief magistrate Francis Kaggwa.

Mukulu was supposed to appear in court for proper committal proceedings before the International Crimes division of the High court after his lawyers from Alaka and company advocates objected to the earlier proceedings.

The lawyer faults the then Jinja court grade one magistrate Allan Gakyaalo for committing Jamil Mukulu in absentia.

They say these proceedings were unlawful because the law requires that suspects in criminal matters appear in court for all proceedings.

However just like at the previous hearing, prosecution informed court that Mukulu’s case file is still before the trial ICD court.

Magistrate Kaggwa has now issued another production warrant for 20th, February, 2017 ordering prison authorities at Luzira to produce Mukulu in court that day.

Mukulu together with 2 others; Muhammad Matovu and Omar Abdullah were captured in May 2015 from neighbour Tanzania to face treason, terrorism and murder charges that are linked to killing 80 students at Kichwamba technical institute in 1998.
