The president has been asked not to look beyond the Acting Chief Justice for someone to fill up that position.

Presenting a paper at the judges’ conference in Entebbe, the Principal Makerere University Business School Prof. Wasswa Balunywa said that having served for more than six months now, Justice Steven Kavuma should be made substantive.

Prof. Wasswa reasoned that the practice in government institutions is that if someone acts in a certain position for more than six months; they should be confirmed.

The MUBs boss was responding to a question raised by Anti Corruption Court judge Lawrence Gidudu on whether the judiciary can efficiently function and attain its vision without a substantive head and deputy.

Justice Gidudu’s concerns about lack of a substantive CJ, come a day after President Museveni who is the appointing authority, dodged a similar question raised by another judge Hellen Obura at the same forum.

The four day judges’ conference is running under the theme: “The Role of the Judiciary in accelerating the Transformation of Uganda’s Economy”
