Adverts inviting bids to the construct the Kibuye-Busega Mpigi Expressway will be on noticeboards and publications in China, not Uganda.
Prime Minister Dr.Ruhakana Rugunda has justified the move saying China is the one loaning Uganda the money to finance the construction of the expressway.
He says the decision is also informed by the need to get competitive bids from Chinese companies.
The 35-kilometre expressway will cost between Shs818 billion and Shs1.2 trillion shillings.
Dr. Rugunda was responding to the chairperson of the House Committee on Commissions, Statutory Authorities and State Enterprises, Abdu Katuntu.
Katuntu was contributing to the debate on a report by the National Economy committee okaying the request by the government to borrow money from international lenders to finance, among other projects, the Kibuye-Busega-Mpigi expressway.
Meanwhile Committee Vice Chairperson Anita Among said that presently China Communications Construction Company believes it has already bagged the contract.
However, Dr.Rugunda said ‘no road can be constructed in Uganda without the permission of the government of Uganda’
