City Authority meeting halted

The Kampala City Council Authority meeting has been adjourned after the councilors disagreed on the passing of the district budget.

The Council meeting was convened this morning to pass the 226 billion shillings budget.

The mayors of the urban councils led by Ben Kalumba of Nakawa however expressed concern that they have not been catered for in the said budget, adding that work in their respective divisions has stalled.

Kalumba says the division bank accounts are frozen and wants the passing of the budget halted until issues have been made clearer.

Some of the councilors also want the issue referred to the Solicitor general for advice on how to proceed.

The Lord mayor Erias Lukwago has now adjourned the meeting for 30 minutes to give the Executive Director Jennipher Musisi time to consult with the Solicitor General and come up with a position.

Security outside the city hall is very tight following threats by Kawempe Mayor Mubarak Munyagwa to hold a demonstration.

Munyagwa threatened to mobilize youths to protest against the freezing of division activities due to lack of funds.

The meeting is expected to resume later and make a decision on whether or not the budget can be passed today.

Meanwhile, the Kawempe Division mayor Mubarak Munyagwa has camped at the City Hall reception, protesting against reported hijack of all powers held by the divisional leaders.

He accuses the Executive Director of usurping all powers and frustrating work at divisional level.

Accompanied by a group of about 60 people Munyagwa who came armed with mats says he will camp at the City hall until the frustrations being faced by the divisional mayors have been addressed;

The Executive Director Jennipher Musisi however denies freezing the divisional accounts and says it’s the system of operation that has changed.
