Minister Byandala finally agrees to meet police

The Works and Transport Minister, Eng. Abraham Byandala says he will meet with the police on Thursday.

Byandala had been summoned by the Special Investigations Unit in Kireka today to explain his role in the controversial Mukono-Katosi road construction deal but he did not show up.

The police deputy spokesperson Polly Namaye says the minister is required to explain contents of a letter dated December 14th 2013 which he allegedly wrote instructing the acting UNRA Managing Director to sign the contract for the Katosi deal.

However, Byandala denies reports that he snubbed the summons, explaining that he had written to Police, seeking to postpone the meeting to Thursday.

Earlier, the Ministry of Works was put on the spot over bypassing procurement procedures to award a contract to a Chinese company to construct the standard gauge railway.

The select committee probing irregularities in the project today questioned the ministry over handing the construction of the Eastern and Northern railway line to China Harbour Engineering Corporation without giving chance to other companies to bid.

However, the ministry’s Permanent Secretary, Alex Bwangamoi Okello told the MPs that there was no competitive bidding because the Chinese company was going to fund the project.

However, the legislators accused government of deliberately ignoring the law for economic interests.
