Ministry launches 5-year client charter

The Ministry of Public Service has unveiled a five-year client charter, spanning the financial years 2022/23 to 2024/25. This charter serves as a social contract between the ministry and its clients, providing them with essential information about key services, standards, commitments, and service offerings.

The charter was officially launched on Tuesday during the ministry’s annual baraza and senior management team planning retreat in Kampala. Speaking at the event, Permanent Secretary Ms. Catherine Bitarakwate emphasized the ministry’s commitment to enhancing efficiency and effectiveness in public service delivery through this charter.

“The Ministry through a consultative process has developed and finalized the client charter which we are launching today,“ she said.

“This client charter represents a social contract between the Ministry of Public Service and its clients, it provides stakeholders with essential information on key services, standards, and commitments which we pledge to uphold,’“she added.

Minister of State for Public Service, Ms. Grace Mugasa highlighted the charter as a tangible demonstration of the ministry’s commitment to timely implementation of its work.

“A client charter clearly describes what you are supposed to do as a ministry and you put time frames as when you are supposed to deliver that service, “she said.

The charter aims to contribute to Uganda’s transformation from a peasant society into a modern and prosperous nation. Aligned with Vision 2040, the National Development Plan (III), and the Ministry of Public Service Strategic Plan (2020/21-2024/25), the charter seeks to strengthen accountability for results and responsiveness to citizen needs within the public service performance management system.
