The failure by many Ugandan firms to successfully bid for National Social Security Fund(NSSF) projects has been attributed to ill preparation.

This, according to the NSSF managing Director Richard Byarugaba is working against government efforts to promote local content when it comes to awarding contracts in all its institutions.

Addressing local contractors and suppliers in Kampala this morning, Byarugaba said it a shame that many contractors do not even turn up to bid for projects due to lack of capacity which leaves foreign firms in the bidding race.

According Gerald Mugabi the head of procurement and disposal unit, 51 % of Ugandan bidders fail at initials stage, 17% fail at technical stage, and 15% of the firms are knocked out at financial assessment stage.

He explains that if the emphasis on local content is to be practical, local contractors and suppliers must be up to the task to meet all recruitment before they consider bidding.
