Shs 40bn pay out to ex-spies triggers a “war”

Two government agencies are at logger heads over a pay out of close to Shs40 billion to ex-spies of the Internal Security Organisation.

The Inspector General of Government, Irene Mulyagonja, in her report on a probe into the alleged embezzlement of terminal benefits of former ISO employees, Mulyagonja faults the Attorney General Peter Nyombi for misguiding government in the payment of the emoluments.

The ex-spies were recruited, trained and formally deployed by ISO between 1986 and 1995 when they were retrenched in a restructuring exercise, prompting three of them to drag government to court seeking gratuity of Sh 72.4billion.

Mulyagonja says due to this ill-advise, 117 out of 1078 beneficiaries that were paid were taken advantage of by their lawyers, who received only 300 million out of the 10 billion paid to them.
