The agreement between the Congo Government and the M23 rebels will remain a rubber stamp if not effectively implemented.

With the two parties due to sign a peace deal today, some political analysts say total peace in the DRC cannot be realized unless there is commitment from both parties.

Harold Acemah, an International Affairs consultant says Uganda should not stop at mediating these talks but also monitor implementation of the resolutions.

He adds that it will take efforts from the entire East African community to realize total peace in the Great Lakes Region.

The M23 rebels leader Sultan Makenga last week surrendered to the UPDF opting for talks after being driven out of their hide outs by the Congo forces.
