Lack of policy and guidelines, political interference and Business Wrangles have been cited as some of the major factors leading to conflicts in the Boda industry.

This was revealed by state minister of internal affairs Obiga Kania while presenting before parliament a statement on the lawlessness of BODA BODA 2010 Association.

This followed a concern raised by Bunya East Mp Waira Kyewalabye over alleged torture and harassment of citizens and other boda operators by members of the said Association

Minister Kania told the house that there are over 150,000 boda bodas in the city which are registered in over 20 Associations which are not legally registered.

He however says an Inter-ministerial and agency committee has been formed and directed to prepare a cabinet paper for government to come up with a policy and operational guidelines.
