The Public accounts committee of parliament has pinned the permanent secretary of the ministry of works for incompetence in executing procurement contracts.
Yesterday Bageya Waiswa appeared before this committee to respond to queries in the Auditor general’s report for the FY 2014/2015.
One of the most the most outstanding query was the lack of contract implementation plans on 11 procurements amounting to over 16 billion shillings.
The auditor general noted that this gap could lead to poor contract management and failure to get value for money.
However Waiswa was unable to provide explanations to all these questions.
The committee chairperson Angeline Osege has tasked him to provide a detailed breakdown of the 16 billion shillings that was spent on the 11 procurements that had no contract implementation plans.
